Give them as much independence as they can handle and monitor them without them noticing it. However give weekly assessments of performance and if any problem keeps coming up try to resolve it with them.
When workers are rewarded for coming to work on time and for good performance they will feel motivated to do well in the work area. They will then be accountable for their actions in the workplace.
